Child and Youth Program Assistants support education programs. They apply a practical understanding of program objectives and the particular procedures and requirements involved in the activity. The most familiar example is that of the teacher's aide whose supportive role is to relieve the classroom teacher of non-professional, routine duties. This enables the teacher to give more time and attention to professional responsibilities.

Child and Youth Program Technicians support education programs. They have specialized knowledge of and skill in particular aspects of an educational activity or program. For example, an education technician may develop supportive background information for use by professional educators in making program decisions. This type of position requires skill in conducting surveys and analyzing data on education needs

Duties

Developmental assignments with mandatory advancement to Child and Youth Program Assistant (CYPA), Skill Level 3 and Target Level 4, upon completion of the prescribed training and qualification requirements. Serves as a CYPA in one or more CY programs. Maintains control of and accounts for whereabouts and safety of children and youth. Plans, coordinates, and conducts activities for program participants based on observed needs of individual children and youth ranging in age from 6 weeks to 18 years. Implements activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Helps prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedules. Interacts with children and youth using approved child guidance and youth development techniques. Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events. Performs other related duties as assigned.

Qualifications

CY-01 (Entry Level-2): Applicants must be graduated from High School or equivalent AND be able to communicate effectively in English (both orally and in writing).

CY-01 (Skill Level-3): Applicants must possess three (3) months of experience working in a group program with children or youth, AND possess the Army or other military service Foundation Level Training as evidenced by service-issued Certificate of Completion. OR possess six (6) months of experience working in a group program with children or youth, AND nine (9) semester hours of college credit with course content directly related to the age group to which assigned. **OR possess six (6) months of experience working in a group program with children or youth, AND one (1) year vocational certificate in childcare or equivalent to other child/youth programs.

CY-02 (Target Level-4): Applicants must possess eighteen (18) months of experience working in a group program with children or youth, AND possess the Army or other military service Foundation Level Training as evidenced by service-issued Certificate of Completion. OR possess eighteen (18) months of experience working in a group program with children or youth, AND possess an associate's degree or least 60 semester hours of college credit which included a major course of study (24 semester hours) with content directly related to the age group to which assigned*. *OR **possess and maintain one of the following directly related to the age group of the position to which assigned: Child Development Associate (CDA) Credential, Military School Age Credential, Army Youth Practicum, or other nationally recognized Youth Development Credential.

** Child Development Centers: Early Childhood Education/Child Development, Elementary Education, Special Education. School Age: Elementary Education, Child Development, Youth Development, Special Education. Youth Services: Youth Development, Secondary Education, Human Development, Youth Program Administration, Recreation, Physical Education, or directly-related behavioral or cultural science (developmental psychology, child psychology/sociology, sociology of the family, gender identity, parenting). General psychology/sociology coursework is not qualifying.

SUBSTITUTION of EDUCATION: Bachelor's degree or at least 120 semester hours which included a major course of study (24 semester hours) in Early Childhood Education/Child Development, Elementary Education, or Special Education. ** see above

Conditions of Employment

  3. Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.

  4. Must possess and maintain the physical ability to lift and carry up to 40 lbs., walk, bend, stoop, and stand on a routine basis.

  5. Incumbent is legally required to report all suspected incidents of child abuse/neglect.

  6. May be required to administer routine and rescue medications prescribed by a physician to children/youth, perform CPR and first aid, and aid in providing a reasonable accommodation to children/youth with a special need.

  7. Travel to on and off post locations may be required.

  8. Schedule may include irregular hours, evenings, and/or weekends.

  9. Duties involve working both indoors and outdoors.

  10. Successful completion of Annual training and demonstrated on the job competence is required.

**Trainee position. Applicant will be appointed at the level they qualify for. If selected at a trainee level, promotion to the higher pay band level will be noncompetitive upon meeting all eligibility and qualification requirements, performing higher level duties, completion of training agreement, and the recommendation of the supervisor.
