DESCRIPTION OF DUTIES

Identifies, assesses and manages risks to the success of the project

Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders, consistent with the methods in use (agile, waterfall, etc.)

Ensures quality reviews occur on schedule and according to procedure

Manages the change control procedure and ensures that project deliverables are completed within agreed cost, timescale, and resource budgets and are signed off

Provides effective leadership to the project team and takes appropriate action where team performance deviates from agreed tolerances

Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution

Perform other duties, as required.

BASIC QUALIFICATIONS

A Bachelor of Science (BSc) Degree in Engineering or applied science or in a related discipline. Exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to the position.

Recognized PM or service qualifications such as PRINCE 2 Practitioner (or equivalent); Project Management techniques, i.e. based upon PMI Knowledge Areas; Management of Risk (MoR), Agile (for PMs of software intensive projects), ITIL Foundation

Recognized track record in dealing with stakeholders, understanding their needs, problems, and requests, and proposing constructive ways ahead

Proactive attitude in seeking and maintaining trust from stakeholders

Proven ability to communicate effectively orally and in writing with good briefing skills

Experience in project management of acquisition projects, non-acquisition projects, and/or software intensive projects

Experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems;

Experience in managing, planning, design, system engineering and implementation of military or other communication and information systems;

Knowledge and experience in state-of-the-art technologies, relevant to the work, including information processing and transfer of information;

Significant knowledge of international, commercial/industrial standards for information processing and transfer of information;

Experience in supervising and managing middle sized project teams

Fluency in written and spoken English

Able to independently travel to NATO site locations (approx. 20-30% travel)

Candidates must be a citizen of one of the NATO member nations

Candidates must meet eligibility requirements to work and reside in Belgium or the Netherlands

Must have an active SC or Secret clearance.

PREFERRED QUALIFICATIONS

Preferred candidates living in the EU

At least 7 years’ experience in managing complex C4ISR projects or 5 years’ with an advanced university degree (equivalent to Master’s)

Significant experience with the use of MS-EPM / MS-Project

Skilled in the use of MS-Excel, MS-SharePoint, etc.

Knowledge of NATO or national governmental acquisition policy and procurement procedures;

Prior experience of working with military and civilian elements preferably in an international environment ;

Knowledge of NATO or national governmental acquisition policy and procurement procedures.
