Job Title: Compensation & Benefits Manager – Benelux cluster
Job Location: Charleroi, Belgium.
Willingness to travel between the different sites (Charleroi, Brussels, Utrecht and Ridderkerk).
In Belgium, Alstom is active in the design and manufacture of equipment, electrical and electronic systems for rolling stock equipment and railway signalling. Alstom Belgium has developed two centers of excellence: one for auxiliary converters, traction systems & low voltage cabinets, and the second for signalling systems for main lines and ETCS (European Train Control System) / ERTMS (European Rail Traffic Management System).
Alstom Belgium also offers the operators its expertise in maintenance services and renovation. The Charleroi teams have a good knowledge and reputation in project management all over the world. With nearly 1000 employees, including 500 engineers, Alstom Belgium is the largest rail production site in Belgium.
Single point of contact at Cluster level for C&B policies / programs and deployment of C&B processes – collects inputs from the HR Business Partners / Corporate C&B and delivers solutions to address Cluster Business priorities within HQ guidelines.
The C&B Manager reports directly to the Cluster Human Resources Director and functionally to the Compensation Director.
Key Network and links:
Internal: Major stakeholders are the Group Compensation & Benefits-organisation, Site HR Director/managers and Country Business Managers. Other important links are to other HR functions locally and centrally and to the finance community. The C&B Manager is also the primary point of contact for International Mobility and Corporate Consolidation.
External: Vendors and consultants, legal advisors and regulatory agencies
Specific responsibilities of the role:
Development and management of an effective and efficient Cluster Centre of Expertise for compensation and benefits
Deployment of the Alstom core C&B programs, including Salary Budget Planning, Salary Review, and Short Term Incentive processes (with smooth interfaces to AES, payroll, vendors for benefits & payments, Corporate)
Design and deployment of specific Cluster programs aligned with the Alstom total reward strategy , principles and objectives and in line with market practice, local business needs, affordability and prioritization
Ensure ongoing benchmarking of the Clusters total rewards programs against relevant industry benchmarks and conduct ongoing listening processes with internal customers to make sure programs respond to business needs
Provision of high quality reports /analysis /technical advice for decision support to HR colleagues, Corporate, Cluster/site management, and functional leaders
Drive C&B projects within the Cluster and provide C&B support to larger HR/Business projects within his/her geographical scope
Maintenance of legal/regulatory compliant HR approaches and process for compensation & benefits, and immigration
Play an active role within the Alstom C&B international network
Analyze and report on various components related to total reward issues, including advice and support to management regarding interpreting policy and plans
Make recommendations to leadership and HR regarding plans that require review due to operational issues or regulatory changes
Plan, design, and maintain the company’s benefits programs, including life, health, disability, pension and profit sharing that support the total rewards philosophy and ensure market competitiveness, including due diligence for M&A, restructuring, etc.
Supervise the selection of the company’s benefits providers, including carriers, consultants, brokers, trustees, advisors, administration platforms and other partners; responsible for ongoing management of benefits partners, including periodic selection and monitoring against required service levels
Maintain a working knowledge of legislation that may affect compensation, benefits, and/or polices and ensures compliance with all legal requirements of various employee benefit and compensation programs (example: LTIP, sharing programs); oversees the preparation and filing of required legal reports and documents; advises Corporate C&B on local legislation evolution.
Maintain and support the ongoing operations for internal compensation and benefits committees, councils, etc. required for program decision making and regulatory compliance.
Be the expert for compensation and benefit programs and approaches for International HR, including providing guidelines for special payments (e.g. tax gross-up, allowances)
Recommend and initiate new benefit programs and projects to continuously improve service levels, efficiency, costs and quality consistent with Alstom global strategies
Direct all communications & training associated with benefits plans and compensation programs, in concert with local communication strategies, to: provide consistent employee understanding and appreciation of programs and policies; ensure appropriate use of standard approaches to job levels, recognition programs, etc.; and deploy standardized compensation & benefit policies, tools, etc.
Direct all communications and training associated with cross-border movement to ensure compliance with standards and compliance with all immigration laws.
Manage the country job evaluation process including responsibility for cross country consistency checks, initial proposal for positions at Cluster level being considered for C3 and C4, and validation of positions below C2.
Lead the policy process for severance / restructuring policies / programs obtaining Corporate approvals where required
Effective service delivery (measured via stakeholder surveys)
Cost reduction and containment (measured as direct cost of COE and cost of outsourced HR benefit plans & providers, and compared to external cost benchmarks for benefits)
Process efficiency (measured in terms of process cycle times, response times, error rates)
Desired Skills & Experience:
Education : Minimum Bachelors’ degree required; Masters’ degree (law, economics,…) and/or certification in compensation and/or benefits design preferred
Previous experience :
10+ years in a fast-paced corporate shared service environment
10+ years of experience in developing and managing compensation programs (hourly, salaried and senior mgmt.)
Knowledge of benefit programs/laws/regulations,and ability to assess financial implications of rewards programs
Track record in managing defined contribution and defined benefit retirement plans
Technical Skills & Competencies :
Highly competent in the use of Excel and professional HR systems/databases
Knowledge of C&B-practices and legal background in both Belgium and The Netherlands
Language skills : Trilingual English/French/Dutch
