Primary Role

• The VD&A, PA Head is responsible for being the principle point of contact for strategic advice, tactical expertise, support and most importantly implementation of all aspects of pricing, reimbursement, market access, patient access, policy, government relations, association relations and communications/issues and local reputation management activity for the country.

• The person in role must be able to access and engage with policy makers and thought leaders in HTA and public policy in the country as well as participate in Trade Associations and other national organisations as Subject Matter Experts to shape policies in-line with Shire vision and approach. This is clearly dependent upon building and maintaining credible long term relationships for Shire with National & selected Sub-national HTA bodies.

• The role requires extensive communication with Shire’s International, Global & National capabilities & stakeholders. It reports to the country General Manager (GM) with operational guidance from Global Market Access (GMAc), and other functions as appropriate. Externally, the role requires identification and maintenance of a network of external providers with subject matter expertise and with the ability to deliver local materials.

• To ensure local market access needs are delivered by the Global Value Dossier (GVD), the person is responsible for communicating these needs to the global GMAc and Business Unit teams. Similarly, for policy, the person is responsible for aligning local policy work with Shire global strategy and policies.

Market Access (80%, market/ business dependent)

He / she will have product support and technical oversight responsibilities leading cross functional teams for preparation, facilitation & timely submission of National (Local) Reimbursement Dossiers. He / she will help develop national & international market access expertise by mentoring and teaching LOC staff and by influencing International & Global personnel

Develop National Market Access Plans (NMAPs) that are synergistic with Global Market Access Plans, International Commercial and Global Market Access strategies and support National requirements for evidence generation based on robust understanding of national payers & their decision making systems to optimally capture the value of present & future International Commercial products. Manage project budget and timelines

Issues mgmt & comms (20%)

He / she will work with country GMs, the local leadership team, Global Corporate Communications (International) and other functions as appropriate, in addition to Shire’s external partners to ensure a Shire approach as well as to address country-specific issues and external communication needs, including issues management situations. As part of this, he/she will proactively communicate potential issues (particularly crisis) to relevant functions.

Key Skills and Competencies

  • Deep technical understanding of MA processes and HTA/payer environment, with strong experience in Belgium and Luxemburg

  • Experience of working in complex, specialist or rare diseases

  • Strategic market access, reimbursement and pricing expertise for medical products

  • Ability to frame HTA strategies and arguments; hands-on experience in managing HTA interactions, submissions and negotiation of price & reimbursement

  • Proven experience in conducting public affairs activities in key assigned markets

  • In addition to working closely with the Head of Global Market Access, and Global Value Lead, this role requires significant collaboration across functions and regions, including Global Commercial Leads, Patient Advocacy, Global Government Relations, Global Medical Leads, Outcomes Surveys, and Regional/affiliate leadership, among other key stakeholders

  • Key external stakeholder collaborations will include payers, HTA agencies, key thought leaders, policymakers and industry associations

  • Works and directs outside agencies and vendors, as necessary
